Very interesting! Rumor was that the government was looking for a outsider to bring in some fresh blood. Looks like they failed.
So far the name change that took place in mid July (DMO to CASG) has not had any real impact on the ground and placing a recycled club man at the top will ensure even less real change will occur!
From what I understand CASG (Capability Acquisition and Sustainment Group) was going to be the body for significant reform on how projects were formed and specifications written, but it now looks like that such reform that actually gets up will not even start until mid 2016. Plenty of time to water things down even further.
On a similar subject the Defence White Paper process has stalled. It was supposed to be released early this year but slipped to August. Now the White Paper has been pushed back further (hence the stand alone shipbuilding plan). Basic problem is that the financials don't add up according to what I hear. The government is in a bit of a bind here as it hammered that last 2 labor White Papers for lack of financial detail now it really has to produce a White Paper which add up financially. Unfortunately, at the moment, it doesn't.
