A complete waste since nowhere in the special Defence BS spread in the paper is the gross incompetence of the Entrenched Defence Bureaucracy brought up to a significant level.
Defence would have more capability if it got rid of dud weapons systems (M-1 tank, Tiger, MRH-90), culled the excessive amount of flag ranks (over 170 for such a tiny military) and stopped impulse-buys of C-17s at $500M each.
The "analysis" in the Weekend Australian was just that bad.
Like a unicorn, most Entrenched Defence Bureaucracy planning falls into the realm of fantasy.
Another piece was ADF/RAAF centric mentioning the fantasy "Plan Jericho". As soon as you see the words "fifth-generation" it means: Stop reading right here. Because the whole thing is a gross nonsense. And new news, according to those idiots, wait for it: the F-35 replaces nothing.
Defence needs an overhaul. It needs a massive administrative purge of dead-wood chair-warmers, self-before service parasites and so much more.
The first goal toward any success for a Defence White Paper.
