This article mentions basic security for what would be something very small; such as to cover a bug-out by diplomats. OK I get that. As for any other American civilians there, if they lack understanding that this is a war zone, the taxpayer shouldn't have to pick up the tab for their gross stupidity.
Should DOD be involved there doing anything else? No.
Can threats like this be beaten? Yes.
Organisations like
Executive Outcomes knew how to deal with this years ago.
That small organisation was able to rout such threats by finding out where they encamped; hit them hard and keep them running.
