There also needs to be a disclaimer on official cost statements:
eg, "The following advertised Flyaway Unit Costs are the 'Basic Flyaway' estimates and not the 'Total Flyaway' estimate. Moreover, all cost estimates are based on the expected Total production of at least 3,000 units and FRP production rates later this decade to begin delivering nearly 1 jet per business day."
