As Burbage is the chief salesman for LM, and a standard sales tactic is to remove competitors from consideration, why would he not lowball the price? Oh you want an engine with that airframe? That's extra....
Maybe Defense procurement should hand Burbage a fixed price contract, that states the cost of each plane to be $70M, and any cost overruns to be born by the Lockheed Martin Company.
Do you think he would sign it?

...and so goes the modern form of lying to the customer. This has played out too many times in the last decade in various industries from finance to defense.
Price estimate "Contingent on order rates going up to still officially expected levels"...
And even then it's only an estimated unit cost, which of course thus far have come in much higher in actual cost than originally advertised (ie estimated).
With respect to the 12 AUS jets to be ordered FY13-FY15 (delivered through 2017), I'd like a reporter to ask what he anticipates the Unit Weapon System cost will be nailed for during those years.
And then as a follow up question, it would be interesting to see the expression on his face when asked if he knew that almost 2 Sup Hornets could be procured for the price of 1 F-35A during these said order years.
