"Holland operates their European-designed submarines in both the Antilles and near Somalia," he said. And, off the shelf subs allow for more stability of crew training, scheduling and submarine maintenance time-lines. Off-the shelf subs can be an all-in-one solution or a bridge to a later effort once (if) home industry ever gets their act together with building subs at home.
On this issue, the rent-seekers need to be taken to task.
