SEA1000 describes capability that can only be done by a nuke attack sub.
Since Australia is nuke-phobic, SEA1000 is a flawed requirement.
More, if a conventional sub goes into an area where the enemy has control of the air, if found, it will get run down and killed.

Don't expect RAN conventional subs to come back from the South China Sea in case of conflict.
