Collins submarine replacement and the competitive evaluation process (CEP) fraud

Where did the competitive evaluation process (CEP) for the Collins submarine replacement process come from?

Hard to say. It appeared out of thin air.

The Australian government has all kinds of established risk process used for procurement. But, if you look at the poor performance of the Entrenched Defence Bureaucracy, it is hard to believe these tools are used.

At all.

Look at the following Google search request:

"competitive evaluation process" site:australia.gov.au

That request is only for the Australian government domain. But if CEP is so good as a safe process and within government standards, it should have produced many results all across the board and not just in Defence.

It produces the following...

So, in all of the Australian government, the CEP is only in this one rare case: a fraudulent stitch-up for the Collins sub replacement debacle. This goes hand-in-hand with the oafish rigged game observed thus far.
