What would it take for the U.S. DOD to operate on $200B per year?

Really, it wasn't too far in the past that the U.S. DOD could operate on $200B per year.

Things I would not get rid off (a bit of a change in thought here as I have to make a penny go farther).

The following isn't everything...

U.S. Navy flat-tops in the USMC mission. Those green groups.
Harriers.
Super Hornets
F-16s.
A-10s
F-22s
KC-10s

Virginia-class subs
B-52s
C-17
C-130
M-113

Reaper
Global-Hawk
Blackhawk-family

AH-1Y

What I would get rid of...
CVNs
Cruisers
Zumwalt
LCS

F-18A-D
All KC-135s
All F-15s
