In regard to the F-35 program, that isn't always the case.
The first draft of a defense policy bill working its way through Congress is likely to include additional money for F-35B and F/A-18F combat aircraft.
The very first sentence is wrong.
There is no standing proof that the F-35B (or any F-35 variant) is a combat aircraft. Prototype maybe, but not a combat aircraft.
