The JPO hides contracts they issue to Lockheed under strange "basic contract' numbers, like N00019-14-G-0020 used first for a $110 million dollar F-35 "281 retrofit modification kits" on Oct 22 and now for a "study" contract to LM..
Now under that same "basic contract" number the JPO intends to issue "F-35 Studies"up to six orders under Basic Ordering Agreement N00019-14-G- 0020 on a sole source basis to Lockheed Martin Aeronautics Company, Fort Worth, TX to support studies on the F-35 Lightning II Air System.
The proposed orders are summarized as follows:
1) Multiple studies to conduct selected full scale development level tasks to reduce risk for weapon integration projects, develop specifications and plans for test and integration activities for the weapon.
2) A study to compare fatigue life methodologies
3) A study to review software development, test, integration, and validation processes developed by the contractor

These efforts will be awarded on a sole source basis to Lockheed Martin Aeronautics Company under authority FAR 6.302-1, and in accordance with Class Justification and Approval, dated 14 October 2014. (BS alert!!)
Two contracts illustrating the JSF mismanagement and confusion. They still need to "study" basic stuff while they are manufacturing quantities of prototypes that require retrofit, both issued under the same "basic contract."
