Via USAF budget documents. Interesting stuff on the F-35 (just search document with "F-35"). It shows some assumptions (USAF has never been able to predict F-35 price for future years), and a break down of various things about the aircraft as the USAF sees it. These documents come out at the beginning of the calendar year; and well, they do the best they can in accounting with the tools and skill they have available.
