With the primacy of air power as the most sought after military capability continuing for the foreseeable future, the importance of sustaining readiness in our existing aircraft fleets is an imperative. The Air Force is engaged in a long-overdue modernization with the acquisition of the KC-46 tanker and F-35 fighter. These modern and advanced weapon systems will take decades, however, to be fielded and ready for any fight.

And... there will be no additional DOD budget money to hand over to the USAF. So, this idea (with its rent-seeking local mention at the end), crashes on take-off.
The Air Force, as the principal source for all aspects of air power for our country, must be moved to the front to the line for a larger share of funding. This is needed to ensure that Tinker AFB can meet its mission of cost-effective readiness and bring air power to bear for our nation.
Consider the way USAF has a bad habit of wasting large amounts of money given to them.
