Has the U.S. Army improved since 2012?

Has U.S. Army basic soldiering and core unit leadership skills improved since 2012?

Alarming.

The Germans and Americans (when led by Patton) solved all of these things in WWII.

I would be real curious about U.S. Army effectiveness today.
