The DMO--as a big part of the entrenched defence bureaucracy cabal--has mismanaged numberous defence programs, alienated defence companies, and has a long tradition of misleading parliament (with top officials in the organisation receiving no jail time).
DMO is a broken system that needs to be not only chopped, but done away with.
Any military logistical organisation needs to report directly to the top military officer. This produces better risk reduction and gives us a true focal point of responsibility.
Which can help lead to the number one rule in project management: only start projects which have a realistic chance of being completed with the allocated resources.
Moribund union thinking along with many chair-warmers in the DMO are trying to deflect the organisation from any responsibility. Par for the course.
Instead of increasing Defence spending, I would like to see a lean, killing defence, that can be run on less than $20B per year.
It is possible.
