F-22 and 3.1 ---how DOT&E sees it

How does DOT&E see increment 3.1 of the F-22? At the bottom of this post I have put a PDF taken from this link (big PDF) on the DOT&E website.

It gives a good overview of how they evaluate this capability on the F-22 which is to do SAR precision maps for self-targeting and geo-location of emitters. It looks like those two items are a hedge against each other with more success given to the self-targeting ability with the SAR maps (a capability existing in other aircraft for awhile).

The test methods mentioned are above my understanding in the math department but the whole of the brief describes their methods for those with the skill to understand it.
