2B or not 2B? Review on F-35 test progress

We know 2B software for the F-35 program is needed for the USMC to declare initial operating capability (IOC). We now know that USMC F-35 IOC could be delayed by as much as 13 months where one reason is "unacceptable" software performance. All the work put into 2B software for the F-35 program and this is what the chief DOD tester told Congress back in July of 2013:

"If Block 2B F-35 forces are used in combat, they would likely need significant support from other fourth-generation and fifth-generation combat systems to counter modern, existing threats, unless air superiority is somehow otherwise assured and the threat is cooperative."

Have a re-read of Mr. Gilmore's testimony to Congress back in July 2013 (provided below). It will make a great comparison to the new DTO&E report on F-35 2013 progress that will surface in-total, sometime soon.
